Of all the obscure flyover states, perhaps none are more confusing to those who fly over than the place where I happened to spend my youth- the Dakotas. In fact, many American schoolchildren have pondered the question- Why are there two Dakotas? The answer to that question is a good illustration of the strange politics of the territorial history of the United States.
